Why this principle exists
DP11 is one of the eleven binding doctrine principles governing the §16.6 Discoverability Operating System. Each principle is enforced as a continuous engineering function rather than a discrete campaign — the platform’s discoverability authority compounds over sustained operation and erodes during inter-cycle gaps.
