Eight named ownership domains
Every strategic domain has exactly one accountable executive whose compensation, career trajectory, and organizational standing are bound to the domain's outcomes. Diffuse ownership produces diffuse execution; the §16.7 runtime enforces unique-accountable-role uniqueness at doctrine-load time.
